I was born in 1957 to Miss Ivy Thompson and Mr. Moralis Biscenti Hales in a community known as Effort in the Parish of Clarendon, Jamaica. At age 2, I was moved from Effort to Leicesterfield and thereby starting a pattern which has led to my never having resided at any one location for more than 4 years.

I have lived in Trinidad, the USA, Canada and the UK where I attended the Universities of the West Indies, Florida, Guelph and Southampton, respectively.

Currently I reside in Kingston, Jamaica where I am serving as Permanent Secretary in the Ministry of Transport and Works.

I am married to Hiolyn with two children, namely Dahlia and Kayan.
